Reddit's help page lists the common uses: weekly discussion threads, calls for new mods, the community's rules, big changes and contests. Mods often pair a pin with the mod distinguish label so readers know it is official.
What it means for a marketer
Read every pinned post before you post anything in a new room. That is where mods put the things they are tired of repeating: no self-promotion outside the weekly thread, the flair to use, the questions that get removed. If a pin says promotion lives in a weekly thread, that thread is your only door in that room, and posting anywhere else is the quickest way to meet the moderators the wrong way.

Can I pin my own post in a subreddit?
Not in someone else's community. Highlighting is a moderator tool, so only the mods of that room can pin a post there.
Why are the pinned posts the same every week?
Many are scheduled. Reddit lets mods set a post to repeat daily, weekly or monthly and pin itself when it goes up, which is how a lot of weekly threads appear.
